My sister recently got American Citizenship, which was an Indian Citizen before. Can she buy a property in India now that she is an American Citizen and if she wants to sell that property, how can she transfer the money to America?

A person of Indian origin is entitled to hold property in India however, the repatriation of funds on sale of a property in India to abroad would depend on the relevant foreign exchange regulations in that regard.
